List of the programmes - interest of the Slovak Republic valid from 1 October 2026
This list is issued solely in connection with the application of Regulation of the Government of the Slovak Republic No. 224/2026 Coll. and does not establish any grounds for any other legal claims or interpretations of legal regulations.
In accordance with point C.4 of Resolution of the Government of the Slovak Republic No.731 of 8 December 2021 on the Strategy for the Internationalisation of Higher Education until 2030 (hereinafter referred to as the "resolution"), in conjunction with Section 109(6) of Act No. 300/2025 Coll. on Higher Education Institutions and on amendments to certain acts and Sections 1 and 2 of Regulation of the Government of the Slovak Republic No. 224/2026 Coll. on the interest of the Slovak Republic in granting a national visa to selected groups of third-country nationals in the field of higher education, research and development (hereinafter referred to as the "regulation of the Government of the Slovak Republic"), the Ministry of Education, Research, Development and Youth of the Slovak Republic publishes on its website the following list of programmes to which the interest of the Slovak Republic agreed in point B.1 of this resolution applies, and which, pursuant to Section 2 of this regulation of the Government of the Slovak Republic, contains information in particular on the legal entities responsible for the administration and implementation of the given programmes in the Slovak Republic, their statutory body, or, where applicable, to one additional person authorized by the statutory body to issue the relevant certificate or implementation of the programme:
- - Short-term programmes – scholarship awarded for a maximum duration of 12 months (inclusive):
In interpreting the term "other programme" as used in Section 1(4) of Regulation of the Government of the Slovak Republic No. 224/2026 Coll., the Ministry of Education, Research, Development and Youth of the Slovak Republic, as the submitter of the proposal and the central state administration body responsible for its application, determines that, in accordance with the wording of the definition of a scholarship programme in Section 2(a), for the purposes of applying the Regulation, administratively or otherwise separately delimited components of the given programmes are also to be regarded as a separate programme — in particular those under which the financial support (scholarship) is granted by a single act (e.g. financial support granted on the basis of a specific, time-identifiable selection procedure (tied to a particular application deadline or within an open call for applications), or by a decision on the award of a scholarship taken by an authorised person on the basis of the conditions laid down for the use of the funding source) at once, for a single continuous period, whereby this financial support is, as a rule, granted on the basis of a separate application by the foreign national containing a specific programme of the stay (its substantive content) to be carried out under the conditions applicable at the time the funding is granted. In order to distinguish stays granted in this way, having regard to the meaning of "programme" as defined above, the authorised person may, in the document pursuant to Section 3, use a unique identifier valid for the specific stay of the scholarship holder, thereby confirming that this is financial support by which the current stay and programme are distinguished from other programmes.

* In justified and exceptional cases, an individual stay may be extended. The relevant authorities will be informed of such an extension through a diplomatic note.
** For the purposes of applying Regulation of the Government of the Slovak Republic No. 224/2026 Coll., a scholarship under this programme means a financial payment made to a natural person from a grant supporting a project approved under the Horizon Europe programme, provided that it may not constitute a wage or any other payment linked to an employment relationship established under Slovak legislation (the Labour Code) (For cases where an employment relationship is established under Slovak legislation, a different mechanism for expressing the interest of the Slovak Republic may be used, specifically pursuant to Regulation of the Government of the Slovak Republic No. 521/2021 Coll. on the interest of the Slovak Republic in granting a national visa to highly qualified third-country nationals.)— i.e. it may not involve an employment relationship between the foreign national and his/her potential employer in Slovakia. As a rule, these are funds earmarked for mobility or to cover living costs and the like, with the financial payment being paid from the resources of the project under implementation. For this purpose, the institution identified in the column "Legal entity responsible for administration and implementation of the exact programme" shall, in addition to the name of the programme as stated above, also state in the document pursuant to Section 3 of the Government Regulation the project acronym and the project ID, so that the information on the project duration can be verified in the CORDIS database; responsibility for correctly identifying whether the financial payment to the natural person meets the definition of a scholarship for the purposes of the Government Regulation, as set out here, lies solely with the institution that issued the document.
