Project meeting of the management and steering group INT VET DUAL in Vienna

     The on-going reform of vocational education and training (VET) at the secondary vocational schools in Slovakia gives more prominence to a number of questions.
What model of vocational education and training would be the most appropriate for the society?
And what kind of cooperation would be the most appropriate for the training of teachers, vocational training of supervisors and how to effectively coordinate the process of secondary level education?

     The project partners tried to find the answers to these and similar questions at a meeting of the management and steering group of the project partners, which took place at the Austrian Chamber of Commerce on June 22, in Vienna.
     The question of secondary education is currently a topic of particular emphasis. As the skilled and educated personnel in vocational schools and companies represent the capital, which is a prerequisite for and a part of the solution for youth unemployment.
     The need for a change in education of teachers and instructors emerged from the analysis prepared by the State Institute of Vocational Education (ŠIOV).
     In response to the analysis, which was the central point of the meeting, the State Institute of Vocational Training prepared a proposal for education of the teachers of vocational subjects, masters and instructors of vocational training.
     The proposal is currently being completed at the Ministry of Education, Science, Research and Sport of the Slovak Republic. The Ministry will organize a series of meetings with the representatives coordinating vocational education and training as well as the community of teachers in Slovakia in September 2016. The aim of the meetings is to create a proposal that will meet the requirements of all the stakeholders. Following the processing and translating the proposal into English language, it will be submitted for comments to the project partners in November 2016.
     The partners presented the experiences with the introduction of a system of dual education in vocational education and training via pilot projects, operated in cooperation with the private sector and vocational schools in different parts of Slovakia. The system aims to enable the students to acquire practical skills not only in school but also in companies as well as the companies to increase the skills of their workers and thus contribute to better results within communities.
     The Austrian - Slovak Chamber of Commerce presented the experienceswith the introduction of pilot project “Young Stars”, in cooperation with the Technical School in Zlate Moravce as well as with the Austrian and German companies operating in Slovakia.
     The school educates students in engineering and electrical fields, while the introduction of dual education offers students to undertake the majority of their vocational training in the selected company as well as an employment opportunity after completion of their training.
     The priority is to acquire the skilled professionals and thus contribute to reducing unemployment, so the ratio of the practical part is up to 60 percent of students preparing. The motivation scholarship for students is an added value depending on the particular year of study.
     The German - Slovak Chamber of Commerce presented the experiences of VET in Nove Mesto nad Vahom, specializing in industrial mechanics / mechatronics in accordance with SNOPK qualitative management. The second class of this specialization is to be opened in September 2016.
     The Volkswagen Slovakia SpA (VW) presented the experiences with thesecondary training of employee for new professions. Since September 2016, the company aims to implement the scheme of dual education illustrated on example of its own school, where the practical part represents 80% of the training.  
     The model is based on four pillars, comprising a preparatory phase, dual recognition of education set out in the curriculum, AHK certification and the final acquisition in the form of long-term contracts with corresponding development program
     In this system, the company shall provide qualified personnel and at the same time create a space for training of new employees. The program is primarily aimed at the young people under the age of 25, providing two-year training in the fields of mechatronics, industrial mechanic and the training in the field of electronic automation technology.
     Based on the experiences achieved from the pilot projects introducing elements of dual education in Slovakia and the results of analyzes prepared for each country, the areas and elements have been identified that could be introduced and successfully implemented within the reform of VET. At the same time, the conditions for effective exchange of experiences in VET have been created, reflected in the form of so-called „Communities of Practice“.
     Following the above mentioned key priorities, the establishment of so-called competence center the “Danube Academy” is being considered either within the existing institutions, secondary vocational schools or an independent center.
