What is an education credential?

In Slovak legislative framework, an education credential is a document obtained through formal education (secondary, higher education) that officially confirms the graduation. In Slovakia, the education credentials are the Year 9 Certificate with Annex, Final Examination Certificate or Certificate of Apprenticeship, Maturita Examination Certificate, Graduate Examination Certificate/Graduate Diploma, and higher education Diploma (I., II., III. level)/Certificate of State Examination/Diploma Supplement. A foreign education credential is a comparable document, meaning an official (not temporary) document obtained upon successful completion of studies.

By electronic submission of an application via the Central Government Portal (www.slovensko.sk), the application fee is generated by the application form and payable by card there. It is not necessary to buy an eKolok in advance.

What is a certified conversion?

Certified conversion is a process of transformation of an official document from printed to electronic form and vice-versa. Certified conversion is performed by notaries, advocate, and the branches of Slovak Post (the IOMO desk).

Conversion into an electronic form contains a certifying allonge and is an equivalent of notarized copy in the sense that no changes vere made to the scanned document and it corresponds to the physical original. If a notarized copy is required, in case of an electronic submission through the Central Government Portal (www.slovensko.sk), a certified conversion is required. A certified conversion cannot be replaced by your own scan or your own scan of a notarized physical copy.

Conversion into a printed form is, on the contrary made from an electronic document (for example an electronic decision issued by the public authority) in case you want to obtain its printed form. It contains an authorization allonge that includes information on electronic signature and stamp, time stamp and similar.

Is an apostille required in the process of recognition from Ukraine or another third country?

Amendment of the Act No. 422/2015 Coll. applicable from 1. 6. 2022 onwards removed the blanket requirement of apostille/legalization of foreign education credentials. This applies both to the process of academic recognition (for further studies, both secondary education certificates and higher education diplomas) as well as recognition of professional qualifications for regulated professions. All the documents that are required for the application are published on the websites of academic and professional recognition as well as in the questions 1, 2, and 3 above.

In case that following the examination of the submitted application and documents a serious doubt appears regarding the authenticity of a document issued in third country, the responsible authority may require an apostille/superlegalization during the process and ask the applicant to supply an apostille or superlegalization. However, it is no longer required to have the documents apostilled/legalized at the time of application submission.
